This milestone, led by the Universidade de Vigo, marks a decisive step in the development of the RS-Labs, the social and digital innovation laboratories that the project will deploy in Spain, France and Portugal.<\/p>\n<p><strong>The RS-Labs: social innovation laboratories for rural Spain, France and Portugal<\/strong><\/p>\n<p>The RS-Labs are physical and virtual spaces for intergenerational co-creation, based on the Living Labs methodology, whose aim is to identify the challenges facing the silver population in depopulated rural areas and to channel entrepreneurial responses \u2014products and services\u2014 aimed at this population. The model builds on a previous pilot experience of the Diputaci\u00f3 de Tarragona (Rural Silver Lab, 2023), which the consortium will validate and scale up through a pilot action in the province of Tarragona and its replication in Burgos, Pontevedra, northern Portugal, the Algarve, Nouvelle-Aquitaine and Occitanie.<\/p>\n<p>The deployment of the RS-Labs is structured in three main phases: the design of a common Strategy and Action Plan (2025-2026); capacity building for local stakeholders and the design of the RSE Observatory (2025-2027); and, finally, the launch of an open innovation pilot action targeting entrepreneurs, start-ups and SMEs \u2014which includes the Call4Ideas call\u2014 and the uptake of the resulting solution by the competent public authorities (2026-2027).<\/p>\n<p><strong>The RSE Indicator and Observatory: the evidence behind the strategy<\/strong><\/p>\n<p>The RSE (Rural Silver Economy) Indicator is the diagnostic tool designed by the consortium to capture the key dimensions of the well-being of the silver population and the conditions of rural territories linked to the development of the Rural Silver Economy: demographics, connectivity, access to services, social participation and economic activity. Its development, led by the Universidade de Vigo, draws on the previous experience of the C2 Agenda 2030 Local project (POCTEP), in which the university itself set up a cross-border observatory for the implementation of the Sustainable Development Goals at local level.<\/p>\n<p>With the completion of Phase 1 \u2014the design of the indicator\u2019s dimensions and variables\u2014 the project now moves on to Phase 2, in which participatory workshops will be held with stakeholders from the seven intervention territories to validate its structure before it is applied. A third phase will define the data sources and collection protocols for each region, and the outcome will be compiled in an open-access RSE Indicator Manual so that it can be replicated in other rural territories of the European Union.<\/p>\n<p><em>\u201cThe design of this indicator will allow us, to put common figures and variables to a reality that until now we could only sense: how the population is really ageing in the rural areas of the Sudoe. We are not starting from scratch: we are building on the lessons learned from previous projects such as the Local 2030 Agenda Observatory to create a tool that will be useful not only for RuralSilverHubS, but for any rural European territory that wants to understand and respond to the needs of its older people.\u201d<\/em><\/p>\n<p><strong>Mar\u00eda Isabel Doval Ruiz, Universidade de Vigo \u2014 Head of the RSE Observatory and Indicator at RuralSilverHubS<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>About RuralSilverHubS<\/strong><\/p>\n<p>RuralSilverHubS is a transnational cooperation project co-funded by the Interreg Sudoe Programme 2021-2027 and the European Regional Development Fund (ERDF), which promotes the Silver Economy in rural, ageing territories at risk of depopulation in Spain, France and Portugal.
