La rencontre, organis\u00e9e du 8 au 10 juin \u00e0 l\u2019Universit\u00e9 publique de Navarre, a permis de consolider la gouvernance du projet et de partager des exp\u00e9riences d\u2019innovation territoriale et d\u2019\u00e9ducation au patrimoine.<\/strong><\/p>\n

Les 8, 9 et 10 juin s\u2019est tenue \u00e0 Pampelune la troisi\u00e8me r\u00e9union du comit\u00e9 de pilotage (COPIL) du projet Interreg-Sudoe RESPIRA. La rencontre, qui a r\u00e9uni des repr\u00e9sentants des neuf partenaires du projet, a co\u00efncid\u00e9 avec la cl\u00f4ture de la premi\u00e8re ann\u00e9e de mise en \u0153uvre. Cette circonstance a transform\u00e9 la r\u00e9union en une occasion de dresser un bilan des actions d\u00e9velopp\u00e9es jusqu\u2019\u00e0 pr\u00e9sent et, simultan\u00e9ment, de d\u00e9finir les priorit\u00e9s qui devront guider la seconde phase du projet.<\/p>\n

Il convient de souligner tout particuli\u00e8rement le processus engag\u00e9 pour renforcer le cadre proc\u00e9dural des diff\u00e9rentes actions en cours, ainsi que la confirmation des responsabilit\u00e9s assum\u00e9es par chacun des partenaires. \u00c0 cet \u00e9gard, les \u00e9quipes de travail ont progress\u00e9 dans la d\u00e9finition des m\u00e9canismes de coordination n\u00e9cessaires afin de garantir une mise en \u0153uvre homog\u00e8ne des actions dans les diff\u00e9rents territoires participants.<\/p>\n

Des avanc\u00e9es importantes ont notamment \u00e9t\u00e9 r\u00e9alis\u00e9es dans la d\u00e9finition du Plan d\u2019Action Territoriale (PAT), v\u00e9ritable axe d\u2019\u00e9quilibre du projet, puisqu\u2019il doit permettre de traduire la m\u00e9thodologie conceptuelle de r\u00e9f\u00e9rence en un outil op\u00e9rationnel et transf\u00e9rable accessible \u00e0 l\u2019ensemble des territoires SUDOE. Cet exercice, consid\u00e9r\u00e9 comme strat\u00e9gique par les partenaires, doit faciliter la transformation des r\u00e9sultats obtenus durant la phase de recherche et de diagnostic en actions concr\u00e8tes capables de g\u00e9n\u00e9rer un impact territorial.<\/p>\n

Les \u00e9quipes ont en outre d\u00e9battu et approuv\u00e9 un calendrier de communication institutionnelle li\u00e9 aux actions pr\u00e9vues au cours des prochains mois, ainsi que diff\u00e9rents aspects relatifs \u00e0 la gestion \u00e9conomique et administrative du projet.<\/p>\n

\u00c0 l\u2019issue de cette r\u00e9union du COPIL, le projet Interreg-Sudoe RESPIRA ressort renforc\u00e9 tant du point de vue de la planification technique que de la coordination entre ses membres. Les liens de travail entre les \u00e9quipes des trois nationalit\u00e9s participantes \u2014 fran\u00e7aise, portugaise et espagnole \u2014 ont \u00e9galement \u00e9t\u00e9 consolid\u00e9s, un facteur essentiel pour garantir l\u2019atteinte des objectifs communs fix\u00e9s \u00e0 l\u2019ensemble du partenariat.<\/p>\n

La UPNA, pilier de l\u2019\u00e9ducation au patrimoine en Navarre<\/strong><\/p>\n

L\u2019Universit\u00e9 publique de Navarre (UPNA) a accueilli cette \u00e9dition du COPIL. Son responsable pour le projet Interreg-Sudoe RESPIRA, le professeur Alfredo Asi\u00e1in, du D\u00e9partement des sciences humaines et de l\u2019\u00e9ducation, a pr\u00e9sent\u00e9 aux autres partenaires un vaste programme d\u2019activit\u00e9s li\u00e9es aux actions territoriales qu\u2019il d\u00e9veloppe en Navarre.<\/p>\n

Au-del\u00e0 des s\u00e9ances de travail propres au comit\u00e9 de pilotage, la rencontre a permis aux participants de d\u00e9couvrir des exp\u00e9riences et des initiatives li\u00e9es aux principaux axes conceptuels du projet RESPIRA. La premi\u00e8re journ\u00e9e comprenait une session consacr\u00e9e aux patrimoines et aux collectifs invisibilis\u00e9s, abordant des questions relatives au capital territorial, \u00e0 la m\u00e9moire et \u00e0 l\u2019identification de patrimoines culturels souvent absents des r\u00e9cits institutionnels conventionnels.<\/p>\n

La deuxi\u00e8me journ\u00e9e s\u2019est d\u00e9roul\u00e9e dans les Pyr\u00e9n\u00e9es navarraises et a mis l\u2019accent sur les nouvelles ruralit\u00e9s, les bonnes pratiques et l\u2019innovation territoriale. Les exp\u00e9riences pr\u00e9sent\u00e9es ont permis de r\u00e9fl\u00e9chir aux d\u00e9fis li\u00e9s au d\u00e9peuplement, aux opportunit\u00e9s de l\u2019\u00e9conomie circulaire et \u00e0 l\u2019importance de la participation citoyenne dans les processus de d\u00e9veloppement local. La pr\u00e9sentation d\u2019exp\u00e9riences \u00e9ducatives men\u00e9es dans les vall\u00e9es d\u2019Otsagabia et de Roncal s\u2019est r\u00e9v\u00e9l\u00e9e particuli\u00e8rement pertinente, montrant comment le patrimoine de proximit\u00e9 peut devenir un outil de coh\u00e9sion sociale et de construction identitaire dans les espaces ruraux.<\/p>\n

Enfin, la derni\u00e8re journ\u00e9e a \u00e9t\u00e9 consacr\u00e9e \u00e0 l\u2019\u00e9ducation au patrimoine, domaine dans lequel l\u2019UPNA m\u00e8ne une activit\u00e9 particuli\u00e8rement remarquable. Les interventions ont permis de pr\u00e9senter les grandes orientations du Plan national d\u2019\u00e9ducation au patrimoine, des exp\u00e9riences de r\u00e9cup\u00e9ration de la m\u00e9moire collective \u00e0 travers l\u2019\u00e9cole, des initiatives de participation citoyenne li\u00e9es aux f\u00eates populaires ainsi que de nouvelles approches int\u00e9grant les technologies num\u00e9riques et le patrimoine linguistique et litt\u00e9raire aux processus \u00e9ducatifs.<\/p>\n

Cet ensemble d\u2019activit\u00e9s a offert aux partenaires du projet une vision directe de la mani\u00e8re dont la Navarre transforme le patrimoine en un outil de d\u00e9veloppement territorial, de participation communautaire et d\u2019innovation \u00e9ducative.<\/p>\n
