The2Chance Project’s main objective is to communicate and disseminate the EU Directive 2019/1023 of the European Parliament and of the Council of 20 June 2019 on frameworks for preventive restructuring, debt waivers and write-offs, and on measures to increase the efficiency of restructuring, insolvency and debt waiver proceedings. Also known as the Second Chance Law because, in general terms, the Directive ensure that insolvent or over-indebted bona fide entrepreneurs can enjoy full debt relief after a reasonable period of time, thus giving them a second chance.

In this way, this project wants to facilitates debate to lay the foundations for the digitalization of the law so that it can become a training and a tool serving professionals and citizens. It will focus on providing training adapted to the labor market needs, such as the development of digital skills in the day-to-day work and of the worker, and as a tool for unemployment, based on the lack of knowledge about these regulations that lawyers and economists have, but also as an advantage for entrepreneurship. Given this, technology and digitization are two key pieces in the process of disseminating the Second Chance Law because they will be the main tools that will be used to carry out the objective of the project.

Additionally, a digitalized law is a tool that can be used to fight against inequality because it allows people access to information in an easy and free way, presenting the project with an inclusive vision, since it aims to reach a plurality of recipients of different culture and economic situation. Therefore, the project aims to provide training turning a law that is not accessible to the average citizen because of its complex content to an understandable law. This will be achieved by its digitalization and adaptation of its content in a simpler way, so that it can be understood more easily than if the person reads the Directive or Law directly by themselves. In summary, it will favor its approach and understanding for everybody, even people who don’t possess excellent legal knowledge. In this way, education would be promoted among young people, offering equal access to it.

In order to achieve this, it is necessary to lay the training and digital foundations and to carry out an arduous task of communication and dissemination of the effects of this Directive. Thus, the aim of this small-scale project is to discuss which aspects are to be digitalized and how this will be addressed. It will also be decided what means of communication will be necessary for citizens to have access to the training that the project proposes. It will be the starting point as its vision goes beyond the funding period of the project.
