Method of characterization and evaluation of existing digital solutions on the market

The objective of this pilot action is to jointly develop a method and then characterise existing digital solutions on the market (sensors, remote sensing, remote control, irrigation software). The methodology and evaluation of digital solutions will have been developed jointly and standardised in CESAP, under the coordination of the UPA. The development of the method will be enriched by the participation of the different actors involved in the project and with the results of the other activities of the project: This action will propose recommendations for irrigation sector technicians in the SUDOE for the choice of solutions among the existing product range. It will also identify gaps in the repertoire of available technologies and make recommendations to solution developers on current supply gaps and opportunities for improvement. All this will be available on the SGW platform, which will also constitute a forum for exchange between farmers (technological users), companies (suppliers) and technology centres or universities (evaluating trainers). In this way, farmers in the SUDOE region will be able to share their knowledge about certain tools with their counterparts, while companies and trainers will be able to better understand the needs of users and improve the proposed solutions.

Business & Technology Pilot

In France, a global industrial solution for textile waste recycling based on WASTEX technology and partnership with coleo will be implemented. This pilot has the industrial and organizational capacity of the members of RECYCL’Occ Textile. In Portugal, Texteis Penedo and CITEVE will develop new fibres from textile waste. The pilot in Portugal will process textile waste from TEXTEIS PENEDO and local agro-industrial waste in a bio-based formulation used to coat yarns, using a patented Jacquard fabric PP8 technology, to develop textile structures for home textile applications. In Spain, coleo will train partners from France, Spain and Portugal in post-consumer textile waste sorting technology. The waste streams that reach the processing plants will be analysed to characterise the type of waste and establish joint recovery and recovery priorities.

Method to identify industrial and territorial problems and provide solutions to solve them

The methodology will be built in conjunction with the clusters and incubators of the SCAIRA project and will be validated by the public authorities. It will detail the following steps: the mapping of local ecosystems, the establishment of the database, the organisation of external audits and analyses, the organisation of local workshops, the description of the Design Thinking method and the questionnaire used, the organisation of the final session, as well as the integration of comments from taxpayers and public authorities in terms of the methodology and relevance of the identified challenges. Secondly, the methodology for emerging solutions will also be built in conjunction with incubators and CTAs. It will take the concepts of the Sustainable Innovation Challenge developed by IMT Albi and optimise them to meet SCAIRA’s transnational objectives. This methodology will be tested during GT1 by the 5 incubators in the aeronautical and automotive sectors. It has set a target of 6 industrial and territorial challenges to be identified through the methodology developed, as well as the realisation of 2 emergency events, one in 2024 and the other in 2025. These 2 events will be Hackathons organised in a hybrid way with an event organised in person in one of the Spanish, Portuguese and French incubators. In practice, 3 events will be organised on the same date of 2024 in the facilities of HIESE (Portugal), CEEIM (Spain) and IMT Albi (France) with joint live presentations and a common agenda. By 2025 it will be organised in the facilities of HIESE (Portugal), FUNDECYT (Spain) and CARO (France).

Strategy SMART GREEN WATER (SGW)

The SMART GREEN WATER (SGW) strategy is a transnational strategy for the development and provision of solutions that respond to the needs of sustainable and digital agriculture through the implementation of Smart Specialisation Strategies (S3) in the SUDOE space. The SGW Strategy will propose a jointly developed method to be applied to increase digital skills in water management for agricultural use in the project regions and adaptable to other SUDOE regions. It shall define the objectives and indicators to be achieved and the necessary levers for action in each of the Regions. The strategy will be constructed in a way that will usefully complement the objectives of existing S3s and future S3s for the period 2027-2034. Tested through pilot actions and demonstration projects, the SGW strategy will propose solutions for better targeting farmers towards tools adapted to their needs (1.3), training in these tools (2.2), the transnational consolidation of digital tools for irrigation management, through experimentation in several Regions (2.3). Solutions will also be proposed to connect technology companies with farmers, in order to boost supply and demand and matching needs and solutions. It will be reflected in an action plan for the digitisation of water use by farmers in Catalonia, which will serve as a reference for the other regions of the SUDOE territory. This action plan, drawn up jointly, will list the resources needed to achieve the various objectives: actors, tools, financing, links with other sectoral policies (water, agriculture). A dissemination plan will be developed and implemented to encourage the adoption of the SGW strategy by the competent authorities of the project regions and its implementation in the short and medium term.

Método para identificar problemas industriales y territoriales y aportar soluciones para resolverlos

La metodología se construirá conjuntamente con los clusters e incubadoras del proyecto SCAIRA y será validada por las autoridades públicas. Detallará los siguientes pasos: el mapeo de los ecosistemas locales, el establecimiento de la base de datos, la organización de auditorías y análisis externos, la organización de talleres locales, la descripción del método Design Thinking y el cuestionario utilizado, la organización de la final sesión, así como la integración de comentarios de los contribuyentes y autoridades públicas en términos de la metodología y la relevancia de los desafíos identificados. En segundo lugar, la metodología para las soluciones emergentes también se construirá conjuntamente con las incubadoras y CTA. Tomará los conceptos del Desafío de Innovación Sostenible desarrollado por IMT Albi y los optimizará para cumplir con los objetivos transnacionales de SCAIRA. Esta metodología será probada durante el GT1 por las 5 incubadoras de los sectores aeronáutico y de automoción. Se ha fijado un objetivo de 6 retos industriales y territoriales a identificar mediante la metodología desarrollada, así como la realización de 2 eventos de emergencia, uno en 2024 y otro en 2025. Estos 2 eventos serán Hackathons organizados de forma híbrida con un evento organizado de forma presencial en una de las incubadoras española, portuguesa y francesa. En la práctica, se organizarán 3 eventos en la misma fecha de 2024 en las instalaciones de HIESE (Portugal), CEEIM (España) e IMT Albi (Francia) con presentaciones conjuntas en vivo y una agenda común. Para 2025 se organizará en las instalaciones de HIESE (Portugal), FUNDECYT (España) y CARO (Francia).

Smart Green Water | Estrategia SGW

La estrategia SMART GREEN WATER (SGW) es una estrategia transnacional para el desarrollo y la provisión de soluciones que respondan a las necesidades de una agricultura sostenible y digital a través de la implementación de Estrategias de Especialización Inteligente (S3) en el espacio SUDOE. La Estrategia SGW propondrá un método, desarrollado conjuntamente, que se aplicará para aumentar las competencias digitales en la gestión del agua para uso agrícola en las Regiones del proyecto y adaptable a otras regiones SUDOE. Definirá los objetivos e indicadores a alcanzar y las palancas de acción necesarias en cada una de las Regiones. La estrategia se construirá de manera que complete útilmente los objetivos de las S3 existentes y los de las futuras S3 para el periodo 2027-2034. Probada a través de acciones piloto y proyectos demostrativos, la estrategia SGW propondrá soluciones para una mejor orientación de los agricultores hacia herramientas adaptadas a sus necesidades (1.3), la formación en estas herramientas (2.2), la consolidación transnacional de herramientas digitales para la gestión del riego, a través de la experimentación en varias Regiones (2.3). Se propondrán también soluciones para poner en contacto a las empresas tecnológicas con los agricultores, con el fin de impulsar la oferta y la demanda y la adecuación entre necesidades y soluciones. Se plasmará en un plan de acción para la digitalización del uso del agua por parte de los agricultores en Cataluña, que servirá de referencia para las demás regiones del territorio SUDOE. Este plan de acción, elaborado conjuntamente, enumerará los recursos necesarios para alcanzar los distintos objetivos: actores, herramientas, financiación, vínculos con otras políticas sectoriales (agua, agricultura). Se elaborará y pondrá en marcha un plan de difusión para fomentar la adopción de la estrategia de SGW por parte de las autoridades competentes de las regiones del proyecto y su aplicación a corto y medio plazo.
