Este programa conjunto de aceleración adoptado por las organizaciones será la culminación de la aplicación de una estrategia común adoptada por las seis incubadoras (CARO, HIESE, IMT Alès, Albi, CEEIM, FUNDECYT). La adopción exitosa de la estrategia será posible gracias a las reuniones bimensuales del consorcio y a través de los resultados. De hecho, cada entregable contendrá una sección de “mejores prácticas” que permitirá a los miembros del consorcio, pero también a los demás lectores del entregable, implementar la metodología SCAIRA definida en la estrategia del proyecto. Renault y AIRBUS ATLANTIC, como fabricantes directamente afectados por esta necesidad de transición ecológica en sus respectivos ecosistemas, participarán activamente en la implementación de la estrategia. Las habilidades combinadas de las incubadoras y ecosistemas de los clústeres, así como el apoyo de los 6 industriales (incluidos Airbus Atlantic y Renault España) crearán y brindarán servicios especializados para acelerar la implementación de soluciones ecológicas innovadoras en las empresas manufactureras en las regiones de SCAIRA.
This joint acceleration programme adopted by organisations will be the culmination of the implementation of a common strategy adopted by the six incubators (CARO, HIESE, IMT Alès, Albi, CEEIM, FUNDECYT). The successful adoption of the strategy will be made possible through the bi-monthly meetings of the consortium and through the deliverables. Indeed, each deliverable will contain a “best practices” section that will allow the members of the consortium but also the other readers of the deliverable to implement the SCAIRA methodology defined in the project strategy. Renault and AIRBUS ATLANTIC, as manufacturers directly concerned by this need for environmental transition in their respective ecosystems, will actively participate in the implementation of the strategy. The combined skills of the clusters’ incubators & ecosystems, as well as the support of the 6 industrialists (including Airbus Atlantic and Renault Espana) will create and deliver specialized services to accelerate the implementation of innovative green solutions in manufacturing companies in SCAIRA’s regions.
Esta caja de herramientas contendrá las herramientas que permitirán la implementación de los proyectos piloto en los tres territorios piloto. La ciudad de Cartagena, ubicada en la Región de Murcia en España, desarrollará un Laboratorio de Transición Rural en la Región Oeste de su territorio, una región rural y marginada del territorio de la comunidad. El proyecto piloto se centrará en la definición de nuevos modelos económicos agrícolas basados en la optimización y preservación de los recursos locales (especies endógenas, recuperación de agua mediante sistemas de paneles fotovoltaicos). La Comunidad Intermunicipal de Ave, ubicada en la Región Norte de Portugal, desarrollará un segundo Laboratorio de Transición Rural. Su proyecto piloto se implementará en el municipio de Póvoa de Lanhoso y apoyará el uso de especies endógenas y conocimientos locales para el desarrollo de áreas urbanizadas con el fin de optimizar el uso del agua. El Syndicat mixte Est Creuse Développement, situado en la región francesa de Nueva Aquitania, desarrollará el tercer Laboratorio de Transición Rural a nivel de sus dos comunidades de municipios Creuse Confluence y Marche et Combrailles en Aquitania. El proyecto piloto abordará los desafíos de preservar la biodiversidad y los paisajes endógenos y los desafíos de la escorrentía y la erosión del suelo a través de la implementación de un sistema de gestión sostenible para los setos agrícolas. Esta caja de herramientas contendrá el método utilizado para el diálogo territorial y la herramienta SIG (solución común): HERRAMIENTAS para la implementación de la estrategia de los LABORATORIOS DE TRANSICIÓN RURAL
This toolbox will contain the tools that will allow the implementation of the pilot projects in the three pilot territories. The city of Cartagena, located in the Region of Murcia in Spain, will develop a Rural Transition Lab in the Oeste Region of its territory, a rural and marginalized region of the territory of the community. The pilot project will focus on the definition of new agricultural economic models based on the optimization and preservation of local resources (endogenous species, water recovery by PV panel systems). The Intermunicipal Community of Ave, located in the Norte Region of Portugal, will develop a second Rural Transition Lab. Its pilot project will be implemented in the municipality of Póvoa de Lanhoso and will support the use of endogenous species and local know-how for the development of urbanized areas in order to optimize water use. The Syndicat mixte Est Creuse Développement, located in the Nouvelle Aquitaine region of France, will develop the third Rural Transition Lab at the level of its two communities of municipalities Creuse Confluence and Marche et Combrailles in Aquitaine. The pilot project will address the challenges of preserving endogenous biodiversity and landscapes and the challenges of runoff and soil erosion through the implementation of a sustainable management system for agricultural hedgerows. This toolbox will contain the method used for the territorial dialogue and the GIS tool (common solution): TOOLS for the implementation of the strategy of the RURAL TRANSITION LABS
Acción piloto articulada en 5 ventanas de análisis que conforman un transecto territorial por distintos paisajes de montaña Sudoe, con características geográficas y patrimoniales diversas. La acción piloto permite proponer y testar diversas propuestas metodológicas de valorización, así como dispositivos de digitalización del patrimonio y/o su virtualización a través de modelos 3D. Las ventanas piloto trabajan problemáticas complementarias entre ellas y llevan a cabo acciones demostrativas también cooperativas que tienen por objetivo evaluar las mejores soluciones para cada tipo de paisaje y patrimonio. Se comparan soluciones de señalización física con fórmulas virtuales, poco extendidas todavía, pero que permiten analizar metodologías no invasivas para la patrimonialización de los paisajes culturales. Un aspecto importante que también aborda esta acción piloto es la incorporación de dispositivos tecnológicos y soportes museográficos inclusivos, que permitan hacer accesible todo el patrimonio valorizado al conjunto de la sociedad, especialmente a las personas con discapacidad que habitualmente se encuentras sin herramientas para disfrutar del patrimonio cultural en igualdad de condiciones, sobre todo si este se encuentra al aire libre y no en un museo. La acción piloto no sólo testará las herramientas más adecuadas para patrimonializar, sino que aspira a evaluar el impacto de la existencia de estos recursos inclusivos en colectivos con ceguera o déficit visual a la hora de realizar actividades de descubierta del paisaje, que percibimos principalmente por la vista.
The pilot action of WG3 is the most ambitious of the three developed in the project as it focuses on the definition of effective knowledge transfer mechanisms to make the cultural heritage of mountain landscapes a lever of development for the territories. The transfer is usually located as the last stage of the patrimonialisation processes and often does not materialise, or only in a very partial and institutionalised way, which generates in the end many equipment/equity resources practically abandoned, without a real use and exploitation, that languish and deteriorate quickly because the local population and the territorial actors do not really know them or consider them as their own. This pilot action aims to respond to this problem, completely turning it around from the processes of social innovation. Cultur-MONTS is committed to working on the transfer of heritage from the beginning of the project, placing as protagonists, and active agents of change, local communities, authorities, institutions and territorial actors (especially economic actors). This is how it is intended to test the application of methods of participation, such as “the path of impact”, through the promotion of formal spaces (physical or virtual) of encounter between all the agents involved: the clusters of sociocultural innovation and sustainable development. The idea that local communities express from the beginning what is the impact they expect from the project: what would you like to see achieved with CULTUR-MONTS; and from here, together with the consortium, determine what are the results to achieve and the best tools to achieve them.
El proyecto HITTS desarrollará 1 experiencia piloto de la Estrategia desarrollada en el GT2 con diferente enfoque temático en cada país (1 en España, 1 en Francia y 1 en Portugal). Todos las acciones piloto compartirán elementos comunes y otros distintivos, en función de las características de cada territorio, sus potencialidades y necesidades y la existencia de un marco nacional de referencia diferente. Cada territorio testará elementos comunes de la Estrategia necesarios para conseguir el desarrollo socioeconómico deseado. En este sentido, la parte común testada por todos los socios incluirá el desarrollo de un sistema de gobernanza participativa (A3.1); diseño de un plan de acción que traduzca la estrategia en medidas concretas (A3.2) y una formación para los actores locales (A3.3). La experiencia piloto temática será diferente en cada territorio: – España (PP1, PP2, PP3) – Enfoque de uso re-adaptativo del patrimonio: promocionar, acondicionar y adaptar el patrimonio cultural y natural para asegurar el acceso universal a ciertos elementos o bienes detectados. – Francia (PP7, PP8) – Movilización de actores para la creación de actividades turísticas, artísticas y culturales para la dinamización del patrimonio cultural y natural de una zona común protegida. – Portugal (PP5,PP6) – Readaptación del patrimonio natural de los lagares y acondicionamiento de los itinerarios senderistas de Montalegre. Estas acciones serán muy importantes para HITTS, pues se podrán testar elementos clave y comunes de la estrategia en entornos reales con sus singularidades y temáticas. Los resultados obtenidos servirán para recoger mejoras a integrar en la Estrategia en base a los aspectos testados en el territorio SUDOE.
Pilot action organised in 5 analysis windows aimed at the experimental impulse of memory laboratories to recover, preserve, value and transmit the intangible heritage linked to mountain cultural landscapes. Knowledge, doings, activities, traditional trades are at critical risk of disappearance in mountain environments due to the strong impact of population ageing, the demographic crisis and the lack of generational renewal in mountain exploitation activities, as well as the loss of intergenerational transmission of all oral heritage that explains legends, collective memories, traditions, names of places, transit roads, folk songs; an intangible human heritage, but indispensable, to understand the cultural and heritage dimension of mountain landscapes and that is irrecoverable once the voices of the senior population are extinguished. The pilot action also focuses on a historical vacuum in relation to the intangible heritage of mountain environments, especially if we talk about pastoralism and transhumance: the invisibility of women in this heritage. The pilot addresses this problem in a clear way with the aim of recovering and claiming the orality, knowledge and feminine practices in the mountain environments of the consortium, which is also the way to dignify the activities of domestic cure and terea that have historically fallen to women and have been underestimated in the whole ethnographic and intangible heritage of agropastoralism and the exploitation of the mountain. Finally, the pilot action allows to define and test a joint methodology deployed through the laboratories that are conceived to be able to give them continuity beyond the project and be easily transferable. It highlights the work in favor of the transmissibility of orality and the testing of mechanisms to reproduce it within the community.
