Summary

Description

This technical action plan aims to standardize the image and public presentation of 64 existing rock art sites and provide them with uniformity in their integrated destination management. The plan will focus on European Prehistoric archaeological sites featuring rock art of great scientific, artistic, and cultural interest (recognized by UNESCO and the Council of Europe). It will also incorporate related museums and centers dedicated to Prehistory and its art.

The actions within this Plan aim to position this heritage resource as a strong asset within the Cultural Tourism offerings provided by the regions associated with TupART, as part of their tourism and cultural development and promotion policies (following their RISS3 strategies).

The plan is based on four major pillars: PROTECTION, CONSERVATION, DISSEMINATION, and TOURISTIC USES of the prehistoric legacy that constitutes the TupART offering. Priority will be given to actions promoting sustainability, cultural dissemination, and modern tourism-cultural management—with sound technical criteria—of these destinations.

The beneficiaries of the TupART project commit to implementing this element derived from the joint transnational strategy adopted, with the goal of creating the brand “TERRITORIES UNITED BY EARLY ART.” This will involve developing a Tourism Product Club that integrates local stakeholders (public and private) to achieve a substantial improvement in the socio-economic conditions of rural populations who have preserved humanity’s earliest art in their territories.

Subsequently, and supported by the EUPAL Cooperation Protocol (https://eupal.prehistour.eu/, launched in 2016 by several beneficiaries) and the Council of Europe’s CARP network (https://www.prehistour.eu/es/), the initiative will be transferred to other European destinations and countries.
