Taking action against wildfires and population ageing
Following the increase in ERDF funding granted by the European Commission in 2023, the Interreg Sudoe programme is launching a fourth call dedicated to structuring projects. The objective is to provide ambitious transnational solutions to two major challenges in the south‑west European area.
What is a structuring project?
A structuring project aims to establish the foundations and tools required at transnational level to improve the organisation and coordination of public authorities’ intervention in a given sector.
It targets high‑impact results that are integrated into public policies and transferable to other territories.
Structuring projects involve the concrete implementation of solutions and the transformation of public intervention systems, with a direct impact on public policies. Unlike capitalisation projects, which focus on the analysis and valorisation of existing results, structuring projects aim at operational implementation and the effective transformation of public policies.
Targeted themes
Applications must fall under one of the following themes:
Wildfires
Specific objective 2.4 of priority 1
Ageing population
Specific objective 4.5 of the priority 3
This call is based on needs identified across the Sudoe territory. Projects are expected to address these needs by proposing high‑impact solutions covering a significant part of the area.
Prior to the launch of the call, the programme authorities organised focus groups bringing together key stakeholders for each theme. Summary notes from these discussions are available in Spanish, French and Portuguese. The summary notes also form Annex 1 of the official text of the 4th call.
What is expected from projects
Structuring projects must:
To produce results covering a large part of the Sudoe territory
Contribute to the development or transfer of validated solutions into public policies
Demonstrate their potential for large‑scale deployment beyond the project duration
Who can apply
The partnership must bring together key stakeholders in the targeted sector, with the capacity to design and implement public policies and to produce standards. The composition of the partnership must be consistent with the project’s objectives and be based on the effective contribution of each entity.
It must include:
Wildfires
Compulsory entities
- National bodies (civil protection, risk management, etc.) ⇒ at least one body of this type from one of the 3 Sudoe Member States for the partnership as a whole
- Regional or local authorities (local authorities, relevant public agencies) ⇒ at least one body of this type for each of the three SUDOE Member States
- Operational bodies (emergency services, etc.) ⇒ at least one body of this type for each of the three SUDOE Member States
Optional entities
- Institutes, technical centres and scientific bodies
- Universities and research centres
Ageing
Compulsory entities
- National bodies (health, social politics, etc.) ⇒ at least one body of this type from one of the 3 Sudoe Member States for the partnership as a whole
- Regional or local authorities (local authorities, relevant public agencies) ⇒ at least one body of this type for each of the three SUDOE Member States
- Operational bodies (social services, medical and social care facilities, etc.) ⇒ at least one body of this type for each of the three SUDOE Member States
Optional entities
- Institutes, technical centres and scientific bodies
- Universities and research centres

Request for a meeting with the Programme Authorities
Project promoters may request a meeting with the Joint Secretariat and the National Authorities before submitting their application.
The purpose of this meeting is to clarify specific aspects of the application, in particular:
- the relevance and experience of the consortium,
- the suitability of the planned activities.
How to request the meeting?
The meeting must be requested via the following form:
Meetings may take place between 22/06/2026 and 03/07/2026.
Mandatory documentation
In order for the meeting to be scheduled, it is essential to attach the following parts of the application form to the meeting request:
- Section B.1: Project approach
- Section B.2.1: What are the common territorial challenges that the project will address?
- Section B.2.2: Proven solutions and approach to knowledge transfer
- Part B.3.1: description of the partnership
- Part B.4.1: territory in which the project will operate
- Part C1 Project beneficiaries: questions relating to the motivation and contribution of beneficiarie
The document may be submitted in any of the three programme working languages: Spanish, French or Portuguese.
In the absence of this information, the meeting cannot be scheduled.
