The City Council of Cartagena, in collaboration with the Energy and Environment Technology Centre (CETENMA), has concluded the Territorial Dialogue process carried out in the western area of the municipality, aimed at addressing the impacts of climate change, particularly the increasing water scarcity affecting rural areas.
Between April and November 2025, three key meetings were held, allowing local perceptions to be gathered, priorities to be defined and concrete adaptation proposals to be developed.
The first meeting took place on 25 April at the Perín Neighbourhood Association and brought together 15 local representatives. Supported by expert mediators from France and the CETENMA team, participants shared their concerns and needs regarding drought, opening a space for active listening and laying the foundations for the participatory process.
The second session was held on 26 June at the Tallante Neighbourhood Association, where residents worked collaboratively on solutions related to renaturation, rainfed agriculture, improved rainwater collection and reuse systems, the role of wells and the retention of rural population. The session concluded with the prioritisation of ideas to be further developed into future projects.
The third and final meeting took place on 19 November and focused on reviewing and further developing the project fact sheets, structured around four key areas: water, territory, agriculture and reforestation. During this meeting, CETENMA also presented a collaborative GIS viewer, a digital tool designed to support rural transition labs and enhance cooperation among territorial stakeholders. The session closed with the definition of next steps and the preparation of the future public presentation of the projects.
The projects resulting from this participatory process will be incorporated into the City of Cartagena’s Sustainable Energy and Climate Action Plan (SECAP).
